1. Background  
Chance to Shine is a national charity whose mission is to take cricket into state schools and deprived communities to raise aspiration, build skills, unite diverse communities and inspire young people. Its vision is to give every young person the opportunity to play and learn through cricket – with all the associated educational, social and health benefits.  
Since its founding in 2005 by Lord Mervyn King and Mark Nicholas, Chance to Shine has reached 2.5m young people – including more than 1m girls - in 11,000 schools, training 45,000 teachers and 13,000 young leaders along the way. Alongside its work in state schools, the charity has built a highly successful programme for deprived inner city communities, Chance to Shine Street, which reaches some 4,000 regular participants each year - 70% of whom are from ethnic minority backgrounds and 90% of whom are not members of traditional cricket clubs.  
Chance to Shine has recently refreshed its brand, replacing the Cricket Foundation as the charity name. Its two core programmes are now called 'Chance to Shine Schools' and 'Chance to Shine Street' (previously StreetChance).  

In 2015, Chance to Shine is celebrating its 10th anniversary and embarking on a new campaign to reach a further one million young people over the next five years. The charity has annual income of approximately £5m and 15 full-time staff. Chance to Shine enjoys tremendous support from a wide range of cricket and celebrity ambassadors, and eight members of the England women’s cricket team work for Chance to Shine one day a week as Coaching Ambassadors.  

2. Purpose of the Role 
In the past 12 months Chance to Shine has reviewed its Monitoring and Evaluation practices in partnership with industry experts and has developed a new Theory of Change to support a new Impact and Evaluation Measurement Framework. The purpose of this role is to further develop and oversee the implementation of this framework. 
Specifically, the Impact and Evaluation Manager will be expected to: 

  • Ensure that Chance to Shine can make the best of its resources to have the greatest impact on the lives of young people within educations and from disadvantaged backgrounds.  
  • Be the lead in the organisation in gathering, managing and using evidence as effectively and efficiently as possible to inform internal and external improvements to the way we deliver our programmes. In doing so, this role will work closely with CTS staff to help generate, refine and review evidence, find ways of revealing our achievements and highlight areas for improvement. 
  • Play a key role in developing the evidence base to support decisionmaking in Chance to Shine. This will involve conducting research related to specific areas of intended impact, combined with analysis of the wider education and community landscape to provide strategic insight to the Senior Leadership Team. They will support the Operations team on a range of projects looking at, for example: the continued effectiveness of our coaches and teachers; the causes of lower attainment for young people from disadvantaged areas and effective interventions; and the potential role of Chance to Shine for social good. 
  • Be responsible for overseeing all programme monitoring through the online Views system, supporting programme delivery partners in gathering and inputting appropriate data; maximising use of the reporting and analysis functions; and supporting the Chance to Shine team with relevant data where needed for internal and external communications and reporting to Trustees and Funders. 
  • Support all departments across Chance to Shine, in particular fundraising in setting up evaluation frameworks for specific partnerships and implementing them, responding to data requests from within the organisation, and support the management of our data capture and information in order to better understand and maximise the impact that Chance to Shine has in harnessing the power of cricket. They will also be responsible for communicating findings across the organisation, with external delivery partners, stakeholders and beyond. 
  • Work closely with all departments across Chance to Shine to ensure evaluation and research best practice is embedded in all of the organisation’s work.  
  • Supported by a knowledgeable and skilled Chance to Shine team, this role is a great opportunity for an applicant interested in evaluation to develop their research capabilities. 
     

3. Principal Responsibilities 

  • User insight - Chance to Shine has the largest base of young players/teachers/coaches in cricket across England & Wales.  The post holder will be required to enrich our (and cricket’s) understanding of obstacles to continued participation in the game.  
  • Market assessment –The post holder is required to increase and enhance existing data around the state of cricket in state schools to enable Chance to Shine to fully understand cricket’s position within education to better inform future investment decisions.  
  • Impact assessment – Chance to Shine regularly asks its delivery partners to produce an assessment of the impact of our funding on our beneficiaries. The post holder will be required to create a framework and associated training to ensure high-quality assessments are carried out with a comprehensive and consistent approach. 
  • Monitoring – Chance to Shine has invested significantly in a new monitoring system (Views) to capture programme data to be used to measure CCB performance against their plans and to evidence the reach and impact of Chance to Shine.  The post holder will be responsible for its development, supporting/training CCBs and analysing the information gathered in a meaningful way, and reporting findings back to the operations and senior management teams. 
  • External evaluation – Chance to Shine has commissioned external research on its programmes since 2007 and recognizes the benefits of continuing this.  The post holder will be required to engage with external research providers where appropriate to gain a deeper understanding of the wider impacts Chance to Shine has on young people, and to communicate finding with key partners.  
  • Surveys – Chance to Shine conducts surveys with key stakeholders and customers but lacks a long-term strategy for using this data to evidence achievement against organisational objectives.  The post holder will be responsible to developing, conducting and analysing all future surveys in a coherent and coordinated way. 
  • Capacity building with partners – Chance to Shine operates largely through a network of 39 County Cricket Boards (CCBs) with varying skills in conducting meaningful impact and evaluation assessments at a local level.  The post holder will be required to upskill and support delivery partners, through group and oneto-one session, to deliver high quality impact and evaluation on their programmes.  
  • Partnerships – Chance to Shine has developed excellent relationships with others who have a shared interest in conducting and funding this agenda (England & Wales Cricket Board (ECB), Sport England) and helping us to deliver it.  The post holder will be required to further develop these relationships and identify a consistent approach to data capture and analysis with key partners.

6. Skills, knowledge and personal competences 
Essential 

  • Experience of using evaluation techniques and research methods, both qualitative and quantitative 
  • Experience of designing, running and analysing surveys
  • Experience of carrying out interviews and focus groups with a range of people
  • The ability to translate research into clear, concise written materials 
  • Strong IT skills, using programmes such as Excel 
  • Experience of using statistical analysis programmes e.g. SPSS
  • Good attention to detail, while still able to consider the bigger picture 
  • Some experience of managing large datasets
  • Strong communication skills, both written and verbal 
  • Management of internal and external relationships

  
Desirable 

  • Experience of writing internal impact reports and externally published impact reports using both  qualitative and quantitative research methods
  • Experience of carrying out research work including interviews and focus groups with schools, children and young people
